ARTESI Ile-de-France
Towards Information Society in Ile-de-France region.
Within the framework of the regional policy, in association with its partners and the public and private regional stakeholders, ARTESI Ile-de-France favours the emergence of the Information Society in Ile-de-France region and participates in the appropriation of the information technologies and the Internet.
Organisation associated with the Regional Council, ARTESI Ile-de-France is an ICT development agency in the service of territories. It leads qualified and skilled activities towards local authorities from Ile-de-France region to give them support in the appropriation process of the information and communication technologies in a purpose of public service.
This support relies on the creation of the necessary conditions to a sustainable and balanced development of the Information Society at the regional level by providing the local public actors with the sufficient resources to structure, improve and strengthen their approach and facilitate their projects.
In 1998, ARTESI Ile-de-France turned its actions towards the development of the New Information and Communication Technologies (NICT) in Ile-de-France region and chose as assignment to promote the ▪development of the Internet usages and services benefiting the territories.
ARTESI Ile-de-France, considering its assignments, objectives and commitments in the service of the general interest, contributes to different fields.
Ile-de-France region, as technological leader, has important responsibilities towards its inhabitants regarding the appropriation of those tools.
▪ ICTs are a vehicle of development and added-value creation, important to support. Their dissemination is crucial for those inhabitants to foster new territorial dynamics. ARTESI Ile-de-France takes part in this objective.
▪ To cover the public Internet field, ARTESI Ile-de-France works in close collaboration with the local authorities and associations.
To go from an undergone development to a mastered evolution.
▪ Change regarding the use of ICTs has to be fostered and expressed into new activities.
▪ This master also under means to take into account all the consequences that change brings, including the effects of the digital split and the territorial inequalities, to look for the conditions of a sustainable and balanced development. ARTESI Ile-de-France takes both dimensions into account as far as its remits and action are concerned.
To be in the service of the regional policy by working side by side with local authorities.
▪ Region invests a lot in ICTs. ARTESI Ile-de-France supports and enhances this investment.
▪ To increase in value at best prices. One of the main objectives is to maximise effectiveness with the minimum of means by developing actions with a high multiplier effect.
▪ The main targeted partners of ARTESI Ile-de-France are local public stakeholders and especially the county councils, communes and their attached structures given their proximity with the inhabitants.
Leadership and structuring assignments
▪ ARTESI Ile-de-France aims at promoting the use of the information technologies in the Ile-de-France local authorities.
▪ To support local authorities in structuring their ICT supply by identifying innovative projects, good practices and the priority fields of intervention.
ARTESI Ile-de-France leads, improves, strengthens by sharing tools and methods.
▪ Additional resources to disseminate towards local stakeholders
▪ Creation of the core methodology and engineering of public projects in the field of ICTs.
▪ Support to the projects in an autonomy and sustainability process with the dissemination of tools, the readjusting from the noticed evolutions, the capitalisation of the approaches and know-how.
To reach all those assignments, ARTESI Ile-de-France uses as means information, awareness-raising, incentive and capitalisation.
Role in IRIS-Europe projectARTESI, due to its long-lasting experience in the field of ICTs as well as in regional development, has been the Lead partner of IRIS-Europe project. It was thus in charge of the overall management of the project. It has also participated in the case study and regional analyses work, sharing the good practices developed in the Ile-de-France region with the other partners of the project.
